EMPIRE AND WAR
VOICE OF DOMINIONS SHOULD IT BE HEARD? SEPARATE ACTION JUSTIFIED .’Elec. Tel. Copyright—United PreA3 Assn.) (Australian and N.Z. Cable Association.' (Received October 30, 30 a.m.) LONDON, October 29. The Daily Telegraph’s diplomatic correspondent says that what emerged clearly from the discussions at the Imperial Conference is that while the Foreign Office sought to justify separate action in entering into war commitments under the Locarno Pact without the general consent of the Dominions, such action certainly will not be repeated in the future, since a repetition could bo regarded by the separatists in South Africa and elsewhere as vindicating their own doctrine of independence in the international domain.
It is not anticipated that any new and written constitutional formula will be evolved, but it is expected that such a measure of agreement as was readied will bo crystallised according to tradition in a resolution framed in general terms.
