FRANCE AND GERMANY SEEKING AN AGREEMENT (Australian and N.Z. Cable Association.' LONDON, Oct. C. The Daily Telegraph's diplomatic correspondent understands that M. Briand and Dr. Strosemann will attempt to reach a preliminary agreement on outstanding questions, such as the Saar, and to secure the approval of Britain, Italy and Belgium thereto, before the December meeting of the League Council, in order to avoid a public discussion of delicate affairs.
