ANOTHER EMBANKMENT AN OUTLAY OF MILLIONS LONDON, Sept. 18. The Evening Standard says that London will have a new embankment on the south side of the, Thames, between Westminster and Blackfriars, in the event of the adoption of a scheme which the London County Council is considering and which will involve the expenditure of several million pounds. The scheme would mean the abolition of ugly factories, wharves and mud flats and the replacing of them with a boulevard similar to that on the north side, fronted with most modern offices. Tho council is also considering the construction of a, new Waterloo Bridge to cost £1,750,000.
