PEKIN, September 17. The " Reds ” are reported to have clashed with Wupeifu'.s and Sandmanfang's troops with indefinite results, though a slight Rod advance is reported. Yangsen, the perpetrator of the Wanhsein outrage, is reported to have telegraphed Pekin that he is prepared tq resist the second British naval expedition to the Just, in self-defence. The situation generally is unchanged. \\ ..cijattg continues to be besieged, aw.; is repeatedly bombed by Red planes. Scores of inhabitants have been killed, and tho rest are starving, food having been commandeered for the troops. Several tires have broken out iu tho city os a result- of the shelling, aud communications are severed. Peace negotiations failed. Conditions around Hankow are nauseating.
