General Andrews sailed for England to 017001 a treaty allowing the United States more freedom in apprehending liquor ships flying the 'British flag, after which he .will endeavor to negotiate with other European countries. Ho will give his stall' final .instructions on returning on August 11. He is then expetced to resign. During his absence the work <>f organising a new prohibition army of -1000 will be continued. A petition for a Volstead referendum in Illinois now lias -100,000 signatures.
