RUBBER MANIPULATING.
"REPRISAL AGAINST BRITAIN." ATTEMPTED LEGISLATION. fKcutei's Tolegrain.J NEW YORK, Dec. 29. A Boston message stales that a Bill seeking "Reprisal against Britain" for financial hardships imposed through increased rubber prices, has been filed in the State Senate by Senator Hennessey. The Bill would direct a list of British companies doing 'business in Massachusetts* to he prepared to ascertain the total amount paid in premiums by these companies during the last five years, "in order to enable the people of the Commonwealth to take such action as they deem effective by way of reprisal." Senator Hennessey asserted that 700,000,000 dollars a. year were taken from the United States in excess prices by the "British rubber monopoly" and that press reports indicated that, British interests had decided to support a similar Brazilian coffee monopoly.
