LONDON. Nov. 7.—Mr Francis Rodd, in a paper read to the Eoyal Geographical Society, described the nomadic Triaregs of" North Africa 'as a people governed by their Vomen.

"Tuareg women are as'free as women in England—if not freer," he said. ''They go about unveiled while the men 'are always -veiled. The 'women choose their husbands, teach the children to read and write, have men friends who are not relations, and give evening parties where poetical compositions are read.
