WAIAPU COUNTY COUNCIL.
MONTHLY MEETING. (Own Correspondent). At the ordinary meeting of the Wninpu County Council, held at: Waipiro Bay, there were present: Crs. A. W. Kirk (chairman), M. Hyland, J. Woodford, J. Busby, A. B. Williams and I-’. .T. Williams. In view of the advice received from tin* Public Trustee, the special order raising a loan ol £2OOO over the Taka-pnu-Ihungia rating area and dated October 20, was rescinded, and it was decided that-steps lie taken to malm n new special order to raise a loan of £2OOO over the area. In reference to the £IO,OOO loan raised for road making purposes the Public Trustee stated that the proceedings wore invalid owing to the fact that the term of the loan and provision fur repayment were not slated on the voting paper, it being mandatory that they should bo stipulated both in the advertisemenf ami voting paper.— Cr. Woodford proposed that steps betaken to take fresh proceedings.—Seconded by Cr. Hyland and carried. The Public. Trustee advised that lie had forwarded the amount; of I lie machinery loan, fidilflO, less deductions for the credit of the Council special account at the Bank of New Smith Wales. —Kecei ved. In reference to the Poropuro road deviation and Poroporo bridge- grants the Resident Engineer advised that the Highways Board' found it impossible with the limited amount of money available to supply funds for all items asked for. The Resident Engineer notified that it was necessary for the Council, to pass a resolution requesting that the grant of £SOO, £ for £, available for a bridge oil the Anaura road, ho transferred to,the Tauinata-Pati!i road. He enquired whether, in, the event of Iho transfer being made, the Council's quota of cost was available.: —It was decided that the Public Works Department be requested to transfer the amount and that they be informed that the Council's quota of cost will he forthcoming when required. fit reply to the Council's letter In reference to diverting the traffic from the main road between Tolnga Hay and V-lmngara to the Arakihi road, the Resident Engineer stilted that ho considers it would lie a hardship to send nil traffic round by the Arakihi road.--.Received. In reference to motor lorry licenses, the Resident Engineer is to be informed: that the Council is collecting and distributing fees on the mileage basis in accordance with the regulations. Cr. A. B. Williams proposed that the chairman confer with Mr Boland on the matter of heavy traffic by-laws and endeavor to frame a suitable by-law to come into force before next winter; also, to endeavor to get the Cook County Council to adopt a similar by-law.—Carried. The Gisborne Borough Council suggested calling a conference of the local bodies in the highways district No. 4, to consider the question of heavy traffic regulations and agree upon a classificatidn to suit the district. The Council was asked! to appoint representatives.—The chairman was appointed to represent the Council. Assent was given to the request of Air Tvl. T. Ngata io be allowed to lay a three-quarter inch pipe under the road at the Pahii. hi reference to the land taken for a roadman's cottage in the Alii o te Atua block, and; road to be tnktm through Makarika estate, after some discussion, Cr. A. B. Williams proposed that Air Kirkham be written to and informed that some difficulty lias arisen in regard to tjie original arrangement made between himself and tlio County .Engineer in the matter, and with which arrangement the Council desires to abide, as a pettier who has since obtained l sections through which the proposed road will piobabiy run is objecting on account of such line being too close to where lie proposes to make his homestead. —Seconded by Cr. Hyland and carried. In regard to the widening of the bridge, over the Mata river tit Makarika, Cr. F. J. Williams proposed that Air Kirkham be informed' that the Council will widen the bridge at a time convenient- to itself, the—settlers interested will undertake, to form a. special rating area with a view to providing funds for the. cost ol the, work.Carried. Air Kouka asked that the Council do something to improve, tho road {dying access to his property. —The engineer is to inspect, the road and report at the next meeting. The clerk stated that he had) replied lo the Commissioner of Crown Lands slating that the Council desired to purchase the land fpr a roadman’s paddock, Uiungia road. In reference to payments of wages made by him out of his own funds, Air T. AL Askew asked for a refund, and stating the circumstances under whieji lie had paid) the wages to a- couple of men, Cr. Hyland proposed that the engineer take action.-—Carried. Mr Win. -O’Ryan reported on the result of the findings of the Native Land Court in the matter of land's taken for roads and! other purposes. —It was decided' that the roads he legalised as soon as possible. I The application of Air J. D. Boyce for fi, slaughterhouse license was granted. The engineer was instructed) to call tenders for the metalling of the KniInangfi, hill. The chairman ‘and engineer were authorised to deal with Hie tenders for the metalling of the Alatahiia road. Cr. A. B. Williams mado enquiries in regard to metal for, the Takapa.u-lhungia ?oad. and thought that perhaps good metal could bo obtained from the other side of the bill ir opened! up. —The engineer stated that-lie had inspected, and could find no stone suitable. Cr. Busby asked when something was going to he done in regard! to repairing the decking of the Kaiawlia bridge.— The engineer stated that the matter would he attended to as soon as possible. Cr. F. J. Williams asked that a surfaceman be put on for a while to pul Ihe track to Anaura in necessary repair,— The engineer to attend to the matter. Cr. F. J. Williams asked the engineer to arrange about tint work on the Auaura bridge being gone on with. —The engineer stated! that the work was to ho gone on with' as soon as possible. Cr. F. J. Williams enquired whether anything had come of the report on the metal to be obtained from the Hikuwai: lie thought the matter should not be lost, sight, of. Cr. Hyland! drew attention to the had slate of. the Rangiiukia road, and said something should Tvo done (o put it in decent repair.—The engineer In atlr-nd lo ihe matter. The chairman stated that Ihe conIrnctor had informed him that the telephone poles were in the way of the approaches lo the new Makatulota bridge. —Tt was decided that the postmaster ho informed, : and asked; to remove them, and Ihe engineer instructed In interview Ihe postmaster in the matter. The ehak'uian said that as a result of his interview with Air Ngata the road through, Te Heronga, would he given free. In regard! lo the sum of £250 for the Kai-Inangn road and £250 for the Ala bora road 1 , promised to he contributed I liv the natives, Ihe clerk was directed
to write to Air Ngata, and enquire when these moneys may he expected. An imprest account is to he opened at the. hank, in accordance with ihe pro. visions of the Counties Act, and! the treasurer and engineer were authorised to operate on same. Accounts amounting to £BlOl 9s ort were passed for payment.
