OBSOLETE CONSTITUTION.
PACIFIC CABLE BOARD NEEDS REFORM. SAVINGS COULD BE EFFECTED. (Sydney Sun Cables.) (Received November 26, 10 a.m.) LONDON, Nov. 25. As the result of statements recently cabled, attention has, been focussed on the Pacific Cable Board’s activities. The opinion is expressed in wellinformed circles that it is time the Board’s constitution was reviewed. It is pointed out that the Board itself i 9 powerless to effect a reorganisation, which is the prerogative of tlio partner Governments. Conditions have changed vitally since the Board was created, yet no attempt has been made to modernise methods to meet the competition of up-to-date rivals. The Board meets for an hour or so monthly. Its members are not paid and lack incentive to push business. The chairman is not permanent, but is appointed periodically and paid a small retainer
Critics point out it is extraordinary that so loosely knit an organisation con trols a reserve exceeding two millions, and urge that the Governments should investigate and put the Board’s activities on a. sound business footing and appoint a permanent highly-qualified chairman, who would devote his whole time to the business. Tlius economies could he effected in a few months, more than sufficient to nay .the salary, and in addition the London business would be largely increased.
