DEVELOPMENT OF POLICY

Figures compiled by the Department of Immigration show a .marked reduction in> the number of immigrants to Canada. It is understood tlie Government is negotiating an agreement with the British Government, under which it hopes to secure an increase. This agree merit calls for further aid to settlers, and heeds out other inducements on a larger scale* than previously, the details of which will probab y he announced aft dr the opening of Parliament. ft Is believed it will be an enlargement of the scheme under which ihe British Government- has assisted ini ending settlers, while the Canadian Government- provides the land. Another new po.icy will lie operated in co-operation with the railway companies, which am. now empowered to grant Certificates to immigrants, certifying their suitability for agriculture or •r-ujosa 1 in .’mstry, ’which formerly were only obtainable from Government officials, but tho Department of Immigration still conducts tho health and financial tests.
