IMPERIAL PARLIAMENT.

BUDGET PROPOSALS

SCENE IN THE HOUSE

(Elec. Tel. Copyright—United Press Assn llteuter's Telegram.; LONDON. April 30.

lit the House of Commons, the gold standard decision was assailed by a broadside from a Conservative member, Sir Frederick Wise, financial expert, who, after detailed criticism of what he termed a “gamble which would probably benefit nobody but the United States,” declared we did not want to borrow moru from America, and certainly did not want to be in their handls. Mr. MacDonald denounced the Budget on similar lines to Mr. Snowden’s speech. Mr. Churchill, replying to the debate, was in a ■ fighting mood. Ho faced an angry scene when lie expressed the opinion that it was in the interests of trade unions and employers to in-, form themselves of the danger in workers learning how to qualify for unemployment insurance. There were Labor cries of “Shame!” “Disgraceful!” and “Withdraw-!” all of which continued in spite of the chairman’s appeal for order. t Mr. Churchill warmly declined to withdraw.

A score of Labor members then sprang up, talking simultaneously. The Chancellor ironically . commented on the rights of free speech, and remained on his feet for fifteen minutes, vainly trying to get a hearing. Finally he isat down, suggesting that the motion should be taken forthwith since tile Opposition was not prepared to listen to the Government’s spokesman. A Communist member, Saklatvala, rose to resume the debate, whereupon the hulk of the Ministerialists rose and walked out. Mr. Baldwin moved the closure amid hack bench Labor cries of “Dirty !’■’

The Labor members challenged the division, but did not persist on account of admonitions from Mr. MacDonald, who, with the Labor front benches, did riot participate in the interruptions. Tlie committee stage then closed. The debate will be resumed an May 7. The Daily Express asserts the Budget proposals are creating alarm in industries such as shipbuilding' and mining, which are unable to bear the incubus of the new insurance .payments. The paper urges postponement of the burden which may cause industrial ruin.
