MILITARY REFORMS PROPOSED. (Australian and N.Z Cable Association.! (Received April 22, 1 p.m.) TOKIO, April 21. The War Office’s military reform programme includes a further readjustment of the forces, the establishment of a national mobilisation system, the revision of the conscription law, the inauguration of oil and steel policies, the encouragement of aviation, especially the aeronautical industry; also the establishment of an air force service separate and with equal status with the rest of the services.
