NEW REGULATIONS ISSUED. (Sydney Sun Cables.) (Received February 16. 10 a.m.l LONDON, February 15. Criticisms regarding the doping and ill-treatment of asylum patients have resulted in new regulations, forbidding mechanical means of restraint, except a simple strait jacket, gloves, or towels tied over the beds, and emphasising that patients under restraint must, never be left unattended.
