FRENCH SECURITY.
DECLARATION BY GERMAN CHANCELLOR.
(Reuter's Telegram.) (Received Feb. 14, 1 p.m.) BERLIN, Feb. 13. A significant contribution to the discussion on the vital question of French security was made by the Chancellor, I)r. Luther, on a speech in which he- declared that no securtiy pact could endure without Germany’s co-operation, which could not be obtained under pressure of prolonged occuption. It was impossible to link up the problem of the evacuation of the Cologne zone with other questions with which it had nothing to do.
