NEW ELECTOR A L OONSIITUTION

The Times’ Rome correspondent says Mussolini’s new Electoral Bill, under which Italy will return to the one member constituency system, is generally regarded as foreshadowing an early general election. The consequences of Mussolini's step will he very great. The Times’ correspondent points out that in an election under new conditions die Fascists would certainly lose many seats. They would probably no longer he the strongest parly and their leaders would not have the first, claim to office It is too early vet. to say what, it any, is tho hidden motive behind Mussolini’s action, hut i|, seems clear he has acted without any special regard to purely Fascist iMicros'..*.
