Tlie Morning Post’s Paris correspondent, on the authority of well-informed persons, exclusively transmits details of the secret Russo-Japanese treaty, which is on the point of signature if it- is not already signed, under which it is stated that- Japan undertakes to furnish Russia with heavy artillery and transfer surplus warships which Japan is obliged to disarm ’under the Washington agreement, while Russia undertakes to cede to Japan all rights over the oil deposits in Northern 'Saghajien, ensuring an ample supply of fuel for the Japanese navy.
