Match 10. lnvestia publishes Kahovsky's account of the conditions whereon London financiers would be willing to lend the Russian Soviet 150 millions sterling. Firstly, they demand unqualified recognition of Russian debts to England, which amount of 250 millions, apart from the war debt; secondly, that eighty per cent, of th© loan shall remain in England, to be used in the purchase of a quantity of goods for Russia in England or the colonies: thirdly, that 20 per cent, should also remain in England chiefly to he used to pay interest on old loans and losses sustained by British subjects. Tho Soviet, for this purpose, must issue special bonds against all nationalised confiscated property belonging to Britons, which creditors can present in London and b© paid from the loan.
