THE HARBOR.
(To tho Editor of the Herald.) Sir.—The Board has. J see, sot forth to re-investigate the possibilities of at least, two of tha schemes already, brought to their notic.Or-Crant mid Cooke's and the Haiti diversAoiil • I wonder could they be prevailed npo"ii Jo-ask Mr. Furkert to report on a scheme brought to tho writer's notice many years ago by Capt. Breen, of the", S.s.- Delphic. A natural reef is licre taken advantage' of on the -Haiti : side of tho'preaeiit break/ water, which stands well out in the bay. This reef is selected as the foundation of tho sea wall, which would then encircle a vast basin of deep water in which he «.ssured nie ocean liners could lie in perfect safety. The remaining harbor works, j ■ground for stores and sheds, road and railway are obtaoined by reclaiming the Haiti beach to a depth to. accommodate on the shore side of the basin smaller vessels. The wharf on the Haiti side) in front of the freezing works is widened to giro railway and road access. .The river in this "scheme is not diverted, but the present breakwater is extended with a sweeping curve towards the Waiknnae • beach, .thus diverting the river at its outlet. - The railway bridge is carried across the river well up towards the present new Haiti bridge in course of construction. The- stone is obtained from the islands at Sponge bay. and the spoil for reclamation, from the Kajti bill. I would 'add .that this harbor scheme be known"in "flic meantime as "The Breen scheme*"—Yours, etc., 'NEVER TOO LATE."
