Advices frgm Moscow indicate that the alteration of the name Petrograd to Leningrad is being carried out immediately and thoroughly. All Government municipal offices and other institutions have been ordered to change, stamps uitd seals within a week; street signs and notices to lie changed within two months. The postal and telegraph authorities have been requested to announce that they Hill not- deliver communications addressed to Petrograd after the expiration of a period of grace, the duration whereof they themselves shall determine.
