HARBOR ELECTION. PUBLICJS T OTICE. WHEREAS THOMAS AUGUSTUS FRANKS was duly nominated as a Candidate for Election as a Member of the Harbour Hoard, and his name did not appear on the ballot paper. AND WHEREAS'a number of his supporters have staled that as the -wrong name, "Norman Augustus Franks," was on the ballot paper, this consequently caused them to withhold, their votes. AND WHEREAS large numbers applied for voting papers and found they were not enrolled. AND WHEREAS large numbers were debarred from voting through congestion at the polling booths. AND WHEREAS large numbers on the polling day have learned that their names were not on the, roll through interprethig the term " Parliamentary Franchise" to mean that the Borough Roll would be made, up from the Parliamentary Roll.
