Sir .1. Allen attends a meeting of (lie Council of the League of Nations at Geneva on'tho 19th in reference lo the nationality .of natives in the German mandated territory.
Sir .). Allen has expressed Iho opinion that the Sumbnn natives could not be considered natives of (he country holding the mandate. It will probably be agreed to call them .Siamoans under British protection. Ho preferred Now Zealand protection, as it will discourage natives -and others thinking that they could appeal Ihrough other channels than New Zealand. Tho Germans in Samoa could not be naturalised under tho New Zealand law. He agreed with Sir .T. Salmond'.s suggestion that if the Germans were satisfactory citizens the law might be amended to enable Germans to be naturalised.
