At Toledo (Ohio), Mr. Hoover, in a speech, declared the- repudiation of the United States'' war loans to Europe would undermine the whole fabric of international good faith, because the contractual obligations of the nations is clear. "I do not approve of the cancellation of war debts," he said. "Europe's tremendous industries, enormous productivity, and the development of scientific knowledge will mean Europe must win if given a change. lam convinced tho war debts can be repaid within a reasonable. time without undue strain on debtor "nations. There, must be a rearrangement of tho economic boundaries of Europe, and 'a reduction of armaments, thus contributing to tho balancing of Budgets and tho cessation of 'inflation. These are things which would assure tho recovery, of Europe and the ultimate payment of war loans.
