The session ended with a speech by Sir Lloyd Graeme, who, addressing the Russians, stated : We are ill prepared to leave the facts speak for themselves. You have beeai invited to state what compensation you are prepared to give, and you declined to accept any obligation or to make compensation. You declined to give us the foi'm of any compensation which you could', make, even if you would 1 give compensation. If we do not discufis tlie line of compensation and restoration, all basis of this conference falls to the gro-.tnd. It is useless to engage in further discussion.
