WASHINGTON, April 13. The Chinese Legation has received advices that Chow Tzuchi, former Minister for Finance and a prominent banker, has been appointed acting-Prime Minister of China during Liang’s so-called leave of absence, which terminates in ten days. It is not expected that Liang will resume the post unless General Wupeifu’s opposition is overcome. Chow’s appointment, while not immecnately indicative of a complete change of the Ministry, lias had a reasurring effect in financial and commercial circles. Chow’s portfolio is the Ministry of Education.
