A conference between the engineering trades and emjiloyers broke down at five o’clock this morning. The delegates are separating. (Received April 15, 11.5 a.m.) LONDON, April 14. Following on the breakdown of negotiations to-day, after a prolonged conference, the engineering employers announce that the following jiroposals were submitted to the unions: Firstly, that tlio unions shall become partners in a scheme for avoiding strikes and agree there shall be no stoppage of work during the negotiations; secondly, in the ease of a. material alteration in working conditions the management shall, as far as possible, give the workers directly ir their representatives in the shop ten days’ notice wherein the workers shall have opportunity of discussion with the management. The unions replied that the masters must give trade union officials ten days’ notice before proposing any alteration, in addition to giving the employees ten days. The masters replied that it was evident the trade unions were not prepared to allow the management to exercise material functions, and closed tlie negotiations.
