NEW YORK, March 14.
The Chicago Tribune's Tokio correspondent states; that Baron Kato addressed Cabinet yesterday.' He declared that Japan must *remodel her diplomacy in line with the Washington Conference treaties and understandings. Baron Kato said: "Nothing but tho spirit of concession and. self-sacrifice, which was supremely manifested by all, could create an atmosphere so unique. Above all, the bold proposal for naval limitations made by America will remain in history as tho most statesmanlike coup ever made by any nation." •
