He will support the renewal of the Anglo-Japanese Alliance if shown to he in the best interests of Britain, and if not purely military and if it does not involve complications vrth America. He will oppose any step towards Imperial organisation, involving the centralisation or creation of any superior power over Dominion Parliaments. He will suggest a purely' consultive and constitutional conference to he held, including the leaders of all parties to decide naval and military questions. These could not be usefblly discussed until the strategic situation is clearer and expert opinion has reached a definite stage.
