A draft agreement between the Irish Republican and Russian Government,s was seized at Dublin and published in a White Paper, it shows Dial each agreed to promote a world-wide recognition of each other's sovereignty, and to mutual trade, with a percentage of arms and munitions, l'or use against the enemies of either.
The Irish Office adds; McCartan, Die Sinn Fein Commissioner in Russia, will act as diplomatic representative of the Irish Republic.
