'Another plan is based upon at: ingenious device for limiting! immigrn ion, without wholly prohibiting .it, and For getting the sort of immigrants wc desire, while at the same timo oxcludug tlie bulk of the kind if immigrants vo do not desire. This plan proposes to fix a limit to the number of immi grants who will be permitted to conic in from any one country. In the ease of each country the number permitted is a percentage of the number already hero. ■' This plan Would permit practically unlimited immigration frdm those coun 1 ries from which wo already have had in the past a largo number of immigrants. It would permit the immigration of as many as are likely to wish to come from England, Ireland, Wales, tho Scandinavian countries and Germany. On tho other hand, it would limit severely the number coming from the countries of Fhslern Europe. It is only comparatively' recently’ that, Ru 6 sia, Poland, and other countires _of Eastern Europe, have been sending immigrants to us, and the number al ready here is not large. ,
