The British Embassy has notified the State Department that a claim for damages will bo made against the United States Government 'because of the refusal to" surrender promptly to Britain eight ex-German liners, including the Imperator. Tlie initial claim is for the actual loss incurred m maintaining their crews m New York, awaiting the ships' surrender. The United States Shipping Board held the vessels because Britain held nine tankers, on the grounds they were captured m German ports. When the question, became acute President Wilson ordered the vessels to be turned, over to England. — A. and N.Z.C.A.
