(Received Jan. 20, 2.20 p.m.) * PARIS, Jan. 17. ii Tlie Supreme Council has decided that with a view to remedying the hardships of the population of the interior of Russia it will permit the exchange- of goods on the basis of reciprocity between Russians, Allies, and neutrals, and it is consequently giving facilities to the Russian, co-operative organisations, which are m direct touch Avith the Russian peasantry, to import clothing, medicine, agricultural machinery, and other necessaries, m exchange for grain, and flax, of which there are surpluses m Russia. The arrangements do not imply a change of the Allied policy towards the Soviet Government. j
