Buckmastcr said the clause as it stood would eternally dishonor Parliament. " - Lord Birkenhead said the Government was willing to have a free vote, but be reminded the House of Mr Balfowr's allusion to stinkers of hospital ships as "beasts they are, and beasts they will remain,''. ..','.'' Lord^&rkenhead added: "In view of the Scapa Flow revelations, liars they are and liars they will remain." * Personally, he did not pretend, to have tho least goodwill towards the Germans. ;..The amendment was carried witn'tfut division, allowing alfiens to remain unless their presence proved contrary to the public interest.
