v I.OND ON,- July 25.— A message from Paris says that the French Government has ordered 509,000 tons \>f shipping, i ahd private firms . are constructing , 10,015,000 tons, thus restoring the> merchant fleet to its pre-war footing. The Minister of Transport says that France must raise, her merchant fleet to 5,QpQ,000 .tons, and he will shortly introduce a Bill which will give France >■' a fleet twice as large as that which she , possessed before ,t|te war; It will be . constructed - in; national 'shipyards, and i tlie work will occupy three years.
