NEW DHAFT OF CONSTITUTION.

(Reuter's Telegram-! COPENHAGEN, Feb, 23. Berlin message states that a revised ' draft_ of the constitution of the Empire which comes before the National _ Assembly on February 24, aims, at u'nif ormity in regard to military matters, cognmunications, Customs ; a-nd taxes. It provides that States shall renounce the right to conclude international treaties. Federal interests will be represented by an Imperial Council with the right of veto. Jf the Imperial Council and the Assembly disagree the president can order a referendum or can promulgate *k>ws, provided he has a two-thirds majority in the Assembly. Small States have nd yote and may be re-grouped, even unwillingly.
