METZ. Jan. 9.— Th« statue of former Kinpiu-or William of Germany has been replaced with one of the" "French J'oilu." The statue of William 11. of Germany at Metz stood m the middle of the Esplanade, a broad thoroughfare running from the Kaiser Wilhelm Platz to the Moselle Canal.
