Cable Association) (Received February "24, 8.40 a.m.) LONDON, Feb. 22. j In the House of Commons Mr. Hewart moved! for consideration of the Govern- j mint's new rules of procedure, by Vhioh all Bills axe referable to standing! committees, except' a few, namely Finance, Consolidated Funds, Appropriation, and) small non-contentious Bills. The estimates would be referred to standing committees, but votes determining the munber of men m the navy and army and! air force be dealt with by committee of supply. Mr. Macleod declared that the Government's proposal meant handing over financial matters to standing committees at a time -when all ideas of values were lost and the national credit pledged for a generation ahead. Mr. Bonar Law defended the proposals, which were necessary, owing to the* heavy business of . the session. The proposals applied to only one year and were xevisable it necessary. Received February 24, 9.5 a.m.) Lord Leamington introduced! a BiJJ to assist m the transformation of public houses into real refreshment houses. ! Licenses for improved public houses shall include permission for dancing and other entertainments on the premises. In the discussion on the Air Bill Major-General Seely gave an assurance that it was not intended to interfere with private designs and 1 experiments. TJj,ere was no cfiesire to control a design m order to make private machines really convertible into war machines. The types of war and commercial machines were Bound to diverge more and more. The Government wished to encourage private enterprise. . '
