FREEDOM OF THE SEAS.
WILSON SAYS THE ISSUE: IS DEAD (Australian and N.Z. Cable Association) PARIS, Feb. 16. President Wilson told American correspondents that the freedom of the seas issue was dead. He said : "It is a good joke against myself. The freedom of the seas question concerns the rights oi neutrals, but under the -League of Nations there will be no neutrals. The League will fix naval codes and regulations, but it may be said that the freedom of the seas issue no longer exists."
