Departures from established international law, adopted by belligerents m the present war, were referred to by Mr. R. M. Algie m the course of a. lecture ait the Auckland Uim-ersity College. On the side of the Germans/ he said, it could be shown conclusively that some ten of. the leading rules ou tho subject had beien supplanted by new inactices which Avere as . drastic as they were illegal. On the pari of Britain the outstanding act had _ been the proclamation by the Admiralty of the North Sea as a military area. The chief justification for the step, said Mr. Algie, Avas that it was m reprisal for enemy A'iolation of tho laAV.
