(Received Sept. 17, 2.30 p.m.) WASHINGTON, Sept. 16. Mr Lansing, Secretary for State, has made a statement that the President will reply to tlie Austrian Note refusing a. conference. The President says the United States has repeatedly, with candour, stated the terms on which she is prepared to consider peace, and will entertain no proposal for a conference upon a matter upon wliich America had already made its position aud purposes so plain.
