"A Berlin message states that Dr. Solf declared tiuit the Jingoes, though numerous, did not possess real influence m responsible quarters. Germany would undertake the guardianship of the nations bordering on Russia. This did not imply annexation. Germany was prepared to restore fully Belgium's independence. Dr. Solf appealed to the Moderate parties m all countries to work for the realisation of an honorable peace. Dr. Solf was formerly Minister for the Colonies m the German Government. ■ :
