IMPERIAL WAR CABINET.
FIRST STEP ON WAY TO IMPERIAL UNITY. (Australian and N.2. Cable Association.) (Received August 21, 8.50 a. m.) LONDON, Aug. 20. Tlie Daily Telegraph says the new arrangement for an Imperial War Cabinet does not represent the final stage of development of Imperial unity, but simply marks the point to which the Governments concerned have felt their way safe. They are keeping their feet firm on the ground and testing every step of advance. Such is the British fashion. The provision of direct access to the War Cabinet, abolishing the medium of commuiiication • through tho Colonial Office, does not. imply, disparagement of the Colonial _ Office ; it is I rather a matter of Dominion prestige. Briefly the change is intended plainly in a permanent way to emphasise the footing of quality whereon the dominions and the United Kingdom Governments stand. It will assuredly be. continued after the war. j
