CHRISTCHURGH, last night. At the Magistrate's Court to-day Edward Ralph Martin, a negro American citizen, was charged with failing to notify his change of address under the Registration of Aliens Act. Defendant hnd bepn previously charged, with failing to register, but this t^as withdrawn, as he had registered .when hi? attention was drawn^to the omission. , He explained that he was under ?he impression that registration was only required from enemy aliens.
'His counsel said a general misapprehension existed Among the public that men of Allied races were not required to register, and remarked that if President, Wilson came to thU country he would be m the same positron as Martin. The magistrate imposed a fine of 10s and''coß{>B. .
