NEW YORK, May 3. Lieutenant-Commander Karl Podiger, a German naval officer, has been arrested as it master spy. He was connected with the activities of a German, named Madame K. Verictorica, who was arrested last week on suspicion of being the agent of an important German spy m Washington.
