(Received April 29, 2.30 p.m.) LONDON, April 28. The American mission had luncheon at Whitehall. James. Wilson, spokesman of the Labor section of the mission, declared that the American labor movements would never agree to peace until Prussian militaflrism had withdrawn within their own boundaries ' and then not until Germany recognised the right of civilised l nations to self-determina-tion. ,
