SOVIETS FORM RED GUARDS ARMY.
(Australian and .N.Z. Cable Association) (Received, April 8, 2.5 p.m.) MOSCOW, April 6. The whole of Siberia has been declared to be on a war footing. The Soviet has ordered the formation of a Red Guards army. Pull power is vested m the Soviets' Executive at Irkutsk.
