CUTTING OUT CEREMONY.
VANCOUVER, March' 18. A message from Ottawa states that the opening of Parliament was marked by unusual conditions. The GovernorGeneral (the Duke of Devonshire) was not accompanied by the usual military escort, and the opening was devoid of all pomp.
It was a strictly war-time session. The Speech, from the Throne dwelt on the continuance of Canada's participation m the war, and an assurance that the Dominion would put forward its best efforts until such time as victory had been achieved. . '
The debate was opened on the matter of consolidating the railway systems, and a daylight savings measure was introduced.
