FEARS OF A MASSACRE.

PETROGRAD, November 5
The city is subject to daily alarms, expecting a Maximalist rising and massacres.
The dregs of the race seem to be gathering m the city for the expected loot. Delegates representing the peace party, after hearing a speech by M. Trotraky, the Maximalist leader, voted for a proposal that the Maximalists should demand the seizure of power. It is believed that a majority of the army will support the Government, whicii has exchanged telegrams with the army commanders. General Touinanoff has taken over the Ministry for War m place of M. "Verkhousky.
