AMSTERDAM, September 21. According to the Socialist newspaper Vorwaerts, of Berlin, the following manifesto has been circulated throughout Germany :—-- "Citizens, — The Fatherland is m peril. It Is m worse peril than three years ago. To-day the enemy is m our midst, and he Is at work."

The newspaper adds : "It is not enough that the whole veorld is fighting us. The men who are responsible for this manifesto being issued also want to war against their own people. The civilian truce is over. Let us have a- civilian war. Very well, let them havo it.
