LONiDON, Sept. 21. A despatch frottn Berne, Switzerland, says : "TJmperor ; WftHtam has passed through Budapest^ Hungary, on his way to Sofia, the Bulgarian capitaU. It is believed to be the Eftnperor's intention to try to smooth over difficulties which have arisen) between Bu%aria and Germany. Germany and Ansfcria-Hungaay have demanded military aid which Bulgaria, has Tefused. Ott.the other hand, Bulgaria has .asked similar aid, which •the Central Power* have refused."
