WILHELM REGRETS
OF NAVY. AMSTERDAM, Sept. 22. Max Bewer, = the German painter, describing m the Dusseldorf General Anzeiger his impressions of Emperor William's visit to headquarters, mentioned an incident when the German ruler expressed regret .that' his navy was no larger. The Emperor quoted Stanley*, exclamation on the occasion of the change of Heligoland for Zanzibar : "This is the exchange of a button for the whole suit."
"This button," Emperor William said,, holds the whole suit -together;" and he , continued : "If my people had only not so embittered' the first twelve years of my reijjn m my naval plans! How Eugene Richter harassed poor Sollman, whose plans be scornfully rejected; as mere naval hobby! If those gentlemen had only known what one more squadron means on the sea they would act to-day and for all future times quite differently. With an army, one can manage with neAv formations, but time and farseeing patience are necessary fo^ the creation of a squadron with efficient captains and crews and machinery."
